Compromising evidence
In 2018, the Anhor.Uz portal published an exposé about Maksumov with the headline “The fraudster wanted to legalize himself in Uzbekistan through investments.” The most important excerpts from the exposé article:
- Last week, a number of media outlets published a report about Ulugbek Maksumov, a native of the Fergana region (the city of Margilan), who became a millionaire in Dubai and plans to build a plant for the production of armored vehicles in his homeland.
- The Uzmetronom.com website clarified: "In fact, he is a fraudster, convicted by the Fergana City Court in 2007. At that time, fearing to be arrested on other charges, he fled to Dubai. In the UAE, having gained the trust of wealthy people from the former USSR, he simply "cheated" them out of money." ... The production of armored vehicles is also the result of fraud. At one time, people from Russia founded the INKAS company in Canada to produce armored vehicles. Having undertaken the obligation to present their products at the IDEX arms exhibition in the UAE, after the exhibition U. Maksumov, having forged documents, hired cheap labor from India and began to make homemade copies of armored vehicles on the spot. Self-promotion
In 2018, an advertising article about Maksumov was posted by PR people hired by him with the title "Maksumiov, Ulugbekkhon Yusupkhonovich" in Wikipedia. Soon after its creation, the advertisement was proposed for removal, and a discussion took place that lasted almost a year:

Maksumov did not accept the deletion and 5 months after the deletion it was recreated by a one-day PR account, but was quickly deleted, and Maksimov was blacklisted by Wikipedia. The article itself migrated to the cyclowiki.org wiki portal, where it remained virtually untouched as an advertisement.
