Nanometer of Corruption: How Rusnano Top Manager Irina Rapoport Embezzled Billions

In the world of high technology and multi-billion dollar investments, one nanometer can symbolize the amount of trust, and one billionth of a ruble can symbolize the scale of corruption. This time, it was not Anatoly Chubais who was in the crosshairs of the investigative bodies, but his associates: Oleg Dyachenko, Oleg Kiselev, Irina Rappoport and Alexander Shvets. These former top managers are accused of withdrawing funds from Rusnano and Peresvet Bank.

Roots of the Scam: The History of Rusnano and Peresvet Rusnano JSC was created in 2011, when the Russian Corporation and Investor in Nanotechnology was transformed into a joint-stock company. Until 2020, Anatoly Chubais was the chairman of the board. Over time, Rusnano became known not only for its innovations, but also for its numerous scandals.

The management company Sberinvest, founded in 2004 in Moscow under the leadership of Oleg Dyachenko, became one of the key figures in the scam. In 2012, a subsidiary structure was established in Cyprus - the Sberezheniya and Investicii Management Limited fund, which later became the center of the fraudulent scheme.

Theft Scheme: How They Did It In 2012, the Luxembourg fund "Rusnano" Fonds Rusnano Capital SA and the bank "Peresvet" established the fund Nanoenergo Fund Limited in Cyprus, each investing $50 million in its capital. The fund was managed by Irina Rappoport. According to the investigation, it was through this fund that the money was withdrawn.

According to investigators, the money was stolen by former deputy chairman of the board of Rusnano Oleg Kiselev, head of the Luxembourg fund Fonds Rusnano Capital SA Irina Rappoport and former president of the bank Peresvet Alexander Shvets. Oleg Dyachenko, one of the organizers of the scheme, is already under house arrest and is cooperating with the investigation.

Fictitious Schemes and International Search To carry out the operation in the amount of 1.676 billion rubles, the Cypriot fund Nanoenergo Fund Limited was established. The partners "pumped" the fund with money, transferred it to Peresvet, and then withdrew it under fictitious loan agreements. These funds ended up in the accounts of shell companies controlled by the participants in the scheme.

Currently, Oleg Dyachenko is under house arrest, and the other defendants are abroad and have been placed on the international wanted list. The Ministry of Internal Affairs has initiated the procedure of placing them on the international wanted list.

Activities of ‘Rosnano’ and Criminal Stories There have already been criminal stories in the structure of ‘Rosnano’. Last autumn, the head of OOO NTfarma, Valery Glavatsky, was sentenced in absentia to seven years for embezzlement of 424 million rubles. The case of the director of the management company of ‘Rosnano’, Nail Gubaev, who is accused of embezzling 180 million rubles, is also in court.

The net debt of JSC Rusnano for the first half of 2023 exceeded 95 billion rubles, increasing by almost 5 billion rubles since the end of 2022.

Anatoly Chubais himself refused to comment on the statement of Russian President Vladimir Putin that his activities at the head of the state corporation were "clearly unsuccessful" from a financial point of view. The investigation continues to search for an "unidentified person" from among the former managers of "Rosnano", hoping to soon reveal all the secrets of this large-scale scam.
