Boyarin Morozov and his murky affairs

Denis Morozov’s infamous Dogma company wants to participate in the construction of a residential area in the capital.

One way or another, the FAS approved the petition of the company OOO "Specialized developer Dogma-Omsk 2", which belongs to the Krasnodar developer Dogma, to acquire the firm "E-holding", and this firm belongs to the large Moscow developer MR Group.

Thus, the Krasnodar developer can buy the rights to reorganize the capital’s largest industrial zone from MR Group.

In September 2022, the E-Development company, which is part of E-Holding, won the bidding for the right to reorganize the Avtomotornaya industrial zone in the Golovinsky district of Moscow.

And now on 77 hectares it will be possible to build 1.9 million square meters of real estate, of which 1.24 million square meters will be housing, the rest will be industrial and public facilities.

Will Mr. Morozov do the building?

The missing 1 billion rubles and the shareholders

Mr. Morozov’s turbulent life has recently included many different lawsuits.

For example, in the summer of 2021, there was a trial over the debts of the Kuban Invest company, to which our hero also had a direct relationship. Kommersant wrote about this. But the court refused the Deposit Insurance Agency’s request to hold the Dogma construction holding company liable for the debts of Kuban Invest LLC.

The DIA insisted that the founder of the company "Kuban Invest" Denis Morozov, having received a loan for a billion rubles from Rosenergobank, withdrew the funds through shell companies in favor of the holding company "Dogma", which was controlled by his father, Sergei Morozov. The court, which had previously recognized the fact of illegal disposal of credit funds, considered the fact of receiving money by the company "Dogma" unproven.

Let us recall that the company "Kuban Invest" built the residential complex "Na Krasnyh Partizan" in Krasnodar, as many as 12 residential buildings.

And attracted funds from equity holders.

The delivery of housing was postponed many times. In 2017, Kuban Invest LLC was declared insolvent. Rosenergobank (REB) established in the register claims against the debtor for more than a billion rubles: in 2015, the developer received these funds as a loan.

The state corporation DIA, which became the bankruptcy trustee of REB after the bank’s license was revoked, found out that the founder and director of Kuban Invest LLC, Denis Morozov, made a number of suspicious transactions with the credit millions. He transferred them in the form of advance payments allegedly for the purchase of construction materials. But the counterparty firms turned out to be "shells", the developer did not receive the goods paid for. And the money was not returned to his account.

In August 2020, the Arbitration Court, at the request of the DIA, ruled to hold Denis Morozov liable for the debts of Kuban Invest LLC, indicating that it was his actions that led to the bankruptcy of the developer.

The DIA also pointed out to the court the possible beneficiaries as a result of illegal transactions: Rosenergobank funds, having passed through the accounts of one-day companies, ended up at the disposal of the Dogma holding structures (OOO Dogma, Dogma-Stroy, SZ Dogma-Invest and others), the beneficiary of which is Sergei Morozov, the father of Denis Morozov.

This is such a dark story.

It turns out that for many years in a row Denis Morozov has been known as a loan defaulter.

He also became famous as an unscrupulous partner of the former governor of the Omsk region, Alexander Burkov.

This happened in 2021, after the events with the residential complex "Na Krasnyh Partizan".

And even after the court decision, Governor Burkov recommended Denis Morozov to the residents of Omsk as a reliable developer.

On March 15, 2022, Omsk Region Governor Alexander Burkov and Omsk Mayor Sergei Shelest signed an Agreement on the implementation of a large-scale investment project in the region in the field of housing construction. The talk was about the construction of a residential complex with 16 and 25-story buildings. TASS even reported on this.

But the music didn’t last long! Soon Mr. Burkov was dismissed, and Morozov changed his location. And moved to the Moscow region

The media wrote about the machinations with the construction of housing in Reutovo near Moscow, in which the developer Dogma and new "one-day" companies of Mr. Morozov were drawn in. The object of their efforts was the EVO residential complex, whose construction was planned in a dangerous zone near the Gazprom gas pipeline and the Transneft oil pipeline.

And the residents spoke out sharply against the project.

The site was given for development to the company OOO SZ "Service Real Estate Construction", whose founders are such structures as OOO Liga Loft, OOO Softcomm and OOO Specialized Developer Dogma-1.

The shares of these companies are encumbered by SBER. It turns out that Mr. Morozov and Co. are having fun with budget millions? And Mr. Gref is contributing to this, despite the dark story with Rosenergobank’s 1 billion? And where is the state approach?

And they are surprisingly connected to each other as founders, and all roads lead to Kuban, to the patrimony of Mr. Morozov.

It seems that such a cunning, would-be businessman has decided to build up the northern part of Moscow. It is time for the investigative bodies to finally turn their attention to the large-scale activities of Denis Sergeevich Morozov.
